Add a work attributes field that is able to link back to Jira issues

I would like to be able to add a work attribute field to the worklog dialog that would allow the searching or lookup of Jira issues. The situation that we would like to resolve is if time is being charged to a common activity but is related to a different issue that may not have time reporting enabled.
