Ability to update Team Name even if Team Lead is deactivated

Users would like to have the possibility to change the team name if the team leader has deactivated Jira access.
Additionally, they would appreciate having warning/notification/pop-up for users when they are trying to rename those team. At this time, it is only visible via dev tools in the web browser.
