separate permission (other than approve timesheet permission) for granting grace periods

Currently grace periods are granted by manager or team leads who have approve timesheet permission. If we want some other authority to manage grace periods it's not possible. This was brought up by one of our clients. Having a separate permission to grant grace periods would be useful.
