Tempo seems to be a neat product for JIRA based work time tracking and it has handy basic features for that.
One really common thing what I see is missing on "User level" and that's the "Employer/CompanyID" that would make the user unique from all other users, maybe having the same first name and last name. That way you could get extracts straight away from Tempo reports / API when you need to connect the reported worklog/time data into other systems like ERP or Financial systems for further needs.
