Currently when the plan is added on an issue level (within the scope of the project) it is calculated towards the projected labour within Financial Manager project. However, we’d like to plan on a project level and have the plans included in the projected labour.

We have the same issue. Financial Manager becomes kind of obsolete for us without a proper forecast including project-level plans.
Only tickets included in the scope filter are taken into account in the Financial Manager project.
In the planning module, we're planning at the project level (for mid- and long term planification). Thus the hours planned are not included in the projected labour.
