Issue to be dropped and logged within the Planned Time

The Manager should define the Planned Time for the day. The Project Lead should be able to drag and drop and log hours within the Planned Time for the day. He should not allocate the issues beyond the Planned Time. Notification should be sent to Reporter, Assignee and Watchers while allocating the issues.
