Allow Cost Data to be exported to a CSV file

Allow a new export option that gives us by the Cost by ticket data from the Scope screen to be combined with the Cost per person data from the Team Screen.

Raw data would be fine; though at a minimum I need these fields:

* Project
* Task
* Status
* Role
* Person
* Cost Rate
* Billing Rate
* Time Spent
* Actual Cost
* Billable Time Spent
* Actual Revenue
