Tempo has the feature to show users with 0h in the logged time report, and this shows all the instance, users that have 0 logged time, however, it's important that this feature have the option to select only active users with 0h, this will be useful to have a full view of the worklog activity in the instance without taking into consideration the deactivated users that never logged work.
