Hide or deactivate Tempo Timesheets for specific issue types

We only report time on a few issue types, but the Tempo panel is visible in all issues and can't be turned off on a systematic level.

Screen footprint is scarse and precious and we don't want to teach people to ignore the tempo panel as "spam".
