Limit who can use Bulk Edit on Timesheets

As an Admin, I would like to be able to control who has access to the Bulk Edit on timesheets. This would be outside of the manage worklogs permissions either on the team or project levels.

I have status properties in place to prevent the addition or removal of worklogs on issues in a closed status. Bulk edit allows worklogs to be removed regardless of status.
