Tempo permissions to apply to synched plans in Tempo capacity planner

When the option to synch plans with JIRA is selected then tempo permissions such as view plans, manage plans do not apply to plans in tempo capacity planner.

Instead what is taken is the edit permission on the jira ticket. It is unreasonable to assume that a person should be able to edit a plan because he is privileged to edit JIRA tickets related to that plan.

i.e we would want people to comment on tickets but not change plans related to those tickets.
