Update UI Message in User Picker Dropdown

Please update the user picker dropdown message from "No options" to "Type username here" to improve usability.

Currently, when selecting a user in the Log Time form, the dropdown displays "No options" until the user starts typing. This can be misleading. Updating the message will guide users to enter a name, reducing confusion.
