Financial Manager Time-based Project to have the option to calculate Budget values based on Billed hours instead of Logged hours

Using Financial Manager to report on Billed hours for Time-based Project for charging.


On timesheets, we have the billed and logged hours. Using the Financial Manager, we can set a Budget for a Time-based Project in hours. Currently, the burn-down displays calculation using the Logged hours.


In this scenario, billing is done with Billed hours. The "Budget (h)" set is the maximum billable approved for the project. The expected view is for the report to display the Budget Remaining using Budget minus total Billed.
