Prioritize the URL parameters when reloading the application state

Currently, if planner / tempo app is loaded, and you try to open another URL with parameters / change the query parameters, the app will often ignore them (e.g. switching the selected team in planner requires a browser refresh, URL change is not enough). Sometimes, it also ignores the URL parameters though they are valid from the UI point of view and used to be supported.
