The permission type "Log Work for Others" is part of Tempo Timesheets, it would be better to introduce a workflow status property something like jira.permission.logworkothers.user to allow specific users to add worklogs for others. This property will help to restrict adding worklogs on certain Jira issues which are restricted for general use.
