Planned Time report

In planned time report, if an user is not planned for even 1 hour, then the report is not including hose members to the list or report.
Since we are using Tempo completely in our organization, the main requirement of a report is to display all the users and show how many hours they ae planned, but this is not supported by Tempo.

please display all resource and if they are not planned then planned hours can be displayed as zero.
