[DC] Allow users to submit future timesheets

To better support staff vacations, allow users to submit their timesheets ahead of time - i.e. submit future timesheets.

    Can you port over all the votes that this originally received here: https://ideas.tempo.io/ideas/ETS-I-30 ?

    For some reason this was merged with a Cloud specific ticket (https://ideas.tempo.io/ideas/ETS-I-20) but this release didn't include Data Center.
