Hide Bulk Change

Add a setting to Tempo Timesheets for Jira Data Center to allow hiding the Bulk Change feature from users. This way bulk delete becomes unavailable in Tempo Timesheets to users, it would be useful to us since we discourage bulk edits / deletes in regards of worklogs.
