Manage permissions for generic resources


Currently when I want to grant access to someone to plan with generic resources I need to Manage Plans for All resources. This means that the individual gets write access to all plans in my organization. Either permissions for Plans and Resources should be separated so I can plan with all resources but only on "my" plans, or a specific permission should be created to manage generic resources.
