Add support for GitLab on-premise versions.

Currently, Tempo only supports integration with GitLab Cloud. Many teams, however, rely on self-hosted (on-premise) GitLab instances due to compliance, security, or infrastructure requirements.

Extending support to on-premise versions would allow a wider range of organizations to take advantage of the GitLab integration with Tempo.
