We need to update the permissions for timesheet management to ensure better control and accountability.

The Goal: Only the original approver assigned to a specific submitted timesheet should have the authority to re-open it.

Current vs. New Logic

• Current State: Multiple users (or any admin) may have the ability to re-open timesheets once they are submitted.

• Requested State: The "Re-open" function must be restricted exclusively to the user who was designated as the approver at the time of submission.

We want to be able for this to be decide which admin user can re-open the timesheet
