Set currency for default rates

We use default rates to reflect the cost of the different roles on our team. This is based in our currency (CAD), but we take on projects in other currencies (eg. USD). We would like for Tempo to be able to convert the base rate (CAD) to the project's currency (USD) to be an accurate reflection.
