Add the option to enable/disable the Tempo panel globally on Forge

Tempo offers a setting within Logging Time that allows you to select if the Tempo panel on the work item view is displayed or not by default. This setting is global for all spaces accorss the organization.

Since the migration to Forge, this option is no longer present. Instead the Tempo panel has to be re-enabled on space per space basis.

We'd like to have the option to enable the panel globally on Forge Remote.
