Tempo Timesheets Configuration - Restrict Time Logging to Valid Years

While logging hours, a user accidentally entered time against the year 2020. After reviewing the Tempo settings, we found that it is not possible to close timesheet periods before 2023

Additionally, we discovered that Tempo still allows users to log time for any year before 2023, including dates as far back as 1950. This is causing our code to fail when it processes these unexpected historical time entries. This should be blocked by default in Tempo.
