Allow viewing timesheet approval status without the "Approve Timesheet" permission

Currently, the actual timesheet approval status (Open, Waiting for Approval, Approved, Rejected) is only visible in the raw data export to users who hold the "Approve Timesheet" permission. Anyone without it sees every timesheet as "Open," regardless of its real status. We'd like a way to see approval status in reports and exports without granting the right to approve timesheets.
