Use Case / Goal:
The customer needs the ability to generate a report grouped by the "Program" attribute.
Technical Requirements & Structure:
The "Program" attribute is available exclusively at the "Use Case" work item level.
The hierarchy is structured as follows: Use Case (highest level, contains "Program") -> Epic -> Child Issues (e.g., Stories, Tasks).
The report must be able to roll up and display all subsequent child issues underneath their respective parent "Use Case", grouped by the "Program" value.
