When the scope of a Cost Tracker needs to be updated/ changed, it can only be done by the Project owner. In case this person is not available, no-one can change the scope and the workaround to delete the project and re-create is far from ideal.

Yes, we also like to change Project owners.
But we like to see that multiple people could change the Scope and not only the Project Owner...
Configuring a Cost Tracker Project can be quite time consuming, esp. when it involves costs, billing rates, roles and milestone budgets - so it should not be underestimated how difficult the delete&recreate option is.
