Using TEMPO timesheets to log work may quickly reach legal limits, especially in Europe with strong work councils and appropriate laws. Privacy of worklogs is a valued good, and it should be possible to restrict viewing the details (possible with Jira out of the box), while still allowing to expose the accumulated work logged against an issue for e.g. earned value analysis.
This "idea" is already documented at https://tempo-io.atlassian.net/wiki/spaces/THC/pages/176521305/View+Issue+Hours+Permissions+for+a+Project, but apparently has not been implemented and is not even known to be on the roadmap. I am following the suggestion of TEMPO Support (TCS-21605) to raise it here.

The documentation you referenced is for our Cloud solution, where this is a supported feature. We have not yet prioritised a similar solution for our server and Data Center solutions, and we don't have concrete plans to introduce it, but it is certainly something I'd like to consider for the future.
