Add parameter to filter only updated allocations on API Calls

Currently an API call using “Get all plans for a given query” can be set for a period of time. But in some cases, we need only to get the updated allocations. For this, we make a work around to get this information by passing a big range of time and in cases, exceed the Jira timeout. So, if we had a parameter to filter on the API Call, it would be much easier.
