Timesheet Submission capability without association to a Tempo team

Existing Process: A resource needs to be part of a Tempo team in order to submit the time sheet.

New Idea: A resource should be able to submit the time sheet in Tempo without being part of any team without worrying about Time sheet approvals. We should have an option that can be customized depending on organization needs.
