Allow work attributes to be set in planning

Work attribute allow Tempo users to select additional attributes when logging time in Timesheets.

It would be great to be able to set some of these attributes as part of planning functions.

Some of the attributes we would like to use would be available to the manager who is planning the time. We could then allocate costs much easier in our financial model
