Have Tempo a DCAA compliant time keeping system to be able to use it for government projects as well as commercial ones.

Seems like the only requirement missing for Tempo is "audit trail records"

Some more needs:
An exportable report for the audit trail records
A compliance report that shows users that have not logged their work hours (users are supposed to complete them daily)
A similar report for approvals. IIRC those are supposed to be completed weekly
Optional but nice to haves:
email reports to notify team leads about users who have not logged their time
Tempo manager dashboard that shows overall status (users who are behind logging time, percent complete for past and current periods, etc.,)
I think the last one would go a long way in satisfying an auditor.
Some additional requirements/needs:
enforce work hours to be completed
alert or report when billed hours for closed periods are changed
