Unassigned resources should show up in the Portfolio like they do in the Folio.

Unassigned resource shown on Folio, but does not show up in Portfolio. Portfolio is not able to see how many unassigned resource.

We are thinking from a project manager point of view. If the PM relies on Portfolio for decision making, and assume there is no un-assigned capacity, that gives him / her a wrong picture of the project.
