activity stream in Dashboards

The admin must be able to switch off all Tempo information within the Jira activity stream gadget, despite the gadget is on a System Dashboards and especially on user owned dashboards.

The tick for Tempo within the activity stream gadget is not block all Tempo updates, only some specific ones like "period closing".

This might otherwise cause a problem with GDPR / DSGVO.
