The team lead of a given team needs someone who will approve his worklogs. Normally he wouldn't like a member to do this. For this another Jira user - the supervisor of the team lead - is getting the permission to do this, so he is added on "Permissions". But in this case every team member can also decide to have his worklog reviewed and approved by the supervisor instead of the team lead.
This could be prevented by another organizational level: a supervisor of the team lead, who is only responsible to approve the worklogs of the team lead. The supervisor should have the right to approve also team member's worklogs, maybe during the absence in substitution for the lead, but he shouldn't be triggered by members.
