Make it possible to hide inactive JIRA users in workload and holiday schemes

Currently, users that are deactivated in JIRA are not removed from the workload or holiday schemes, in some cases this causes a huge list of members. It would be nice if it would be possible to select to show only active users (similar as in the user management in JIRA)

    This is massively important to us.

    It looks like it's maybe been partially fixed in on-prem Tempo already: https://ideas.tempo.io/ideas/T1-I-49
