Ability to set different cost rates per issue rather than rate per person

In Cost Tracker you have the ability to track costs based on your team and rates per person. We have some projects that are priced by the task and the type of work being done rather than who is working on the task. For example, some tasks are priced at $0/hr and are used only to track time spent. We would like the ability to set up the hourly rate based on the issue rather than the person.
