Issues side panel - do not hide issues for which user does not have Work on Issues permission

As someone who plans work for others, he/she may not have permission to "work on issues" on the issues that are being planned on. Without this permission, the issues do not show up in the Issues side panel.

This is also not aligned to the issues that appear in the Plan Time popup.
