Create accounts only for certain projects (user data protection)

A user with the rights "Administrator of the Tempo account" or "Work log for others", respectively, when creating an account or logging work for others, should not see all jira users, but only those users of those projects in which he participates.

It would be nice to have the ability to create accounts for a certain projects. Thus it wouldn't be necessary to grant global permissions.
