Allow exporting a Tempo report even if the period of time is empty (No logged hours)

We are sending weekly activity reports based on hours logged/billed. A change in the export function was done and we are no longer able to export such reports.

We need to be able to create reports (.pdf mainly) even if no hours are logged/billed for the period of time selected, i.e. revert to previous situation.
