Allow to plan time for an issue without the date binding and display this time by workers in Resource Planning

As a Project manager, I want developers from my team to estimate an issue through the "Plan" button without specifying a date so I can plan their activity on the "Resource Planning" tab based on issues estimate. I also want to see what worker specified what time on the "Resource Planning" tab in Issues http://joxi.ru/4Ak7Z8RFkpGMbA
