Allow authorized users to make changes post timesheet submission

It would be beneficial to allow certain users/groups to make changes to worklogs where the timesheet was already submitted.

This would allow for things like automated worklog attribute updates, which are currently not able to make changes to worklog attribute values when the user's timesheet has been submitted for that time period.
