With only one possible reviewer available for the person that the plan is created for, the "Reviewer" field is always pre-populated with that reviewer. However, if more than one reviewer is possible, then no reviewer is automatically selected.
We would like this field to always be empty by default (or configurable behavior), also when there is only one reviewer available.
