currently an expense added on issue will not appear on a Time and Expense or Revenue report of an Account if the issue itself is not linked to the Account (only the project).
If a project is linked to multiple Accounts, adding an expense to one its issue should allow the user to pick the relevant account for the expense.

Expenses added to issues are associated with the account selected on the Issue. At the moment we don't have plans to allow for more granular control.
