As i understand it yes the primary copy of the worklog info is in Tempo, but in order to prevent data-loss in the scenario a customer was to stop using tempo, the data is also written to the Jira datatabase in near real-time. We see evidence of that in the activity log and in the jira issues themselves. In the short term, it is this event that i would be happy to be notified of according to the configured notification scheme, even if the user triggering it was shown as Tempo and not the actual user.
