Add overview options on Planned vs Actual report

Create a JQL that can appear for everyone

User would like the ability to remove any items that are in a swim lane/status/issue type that has the flag set to jira.permission.work.denied. They would like the ability to create a custom Jira filter to apply to all current and new employees.

Permissions for seeing employee cost in Cost Tracker
