Tempo report filtered by issue does not show any information after moving issue to other project

When moving an issue/ Epic to a different project, saved filters based on it are no longer showing worklog information.This requires users to update every saved filter based on issues/ Epics when the issue/epic is moved.

Resources should get a notification if they have planned work against their name.

Resource can only see planned worked against their name if they go into Tempo Timesheets. An email or notification should be sent to them, so they are aware of the work assigned to them.

Force Billable Hours < Logged Hours
