Tempo Budgets permissions by JIRA groups

In Tempo Budget portfolio/folio permissions can only be set by single user selection. It would be a good feature to set permissions by JIRA groups too.

Predefine from:to timespan

The ability to pre-define the 'from' - 'to' timespan, as the majority of time allocated is in the same timespan, this will reduce the clicks used significantly.

Allow administrators to disable or restrict "Make global account" option for Tempo accounts

We have noticed that this option is sometimes clicked by mistake which causes reporting issues and in general seems to not be a good idea to allow normal users to have this option. Please allow us to disable or restrict the option.
