Make "planned by" available via API

In the web interface there is the field "planned by" that holds the user that created the plan. It would be great to have this information returned in the API outputs.

Sum of story planned time(planned in minutes) in epics is wrong

Use the timesheet for other users

One can edit one's own timesheet (i.e. only the issues assigned to the logged in user). However as a tempo admin, I would like to be able to have the timesheet view of other users and be able to edit their timesheet in Tempo Timesheets directly.
