Worklog endpoint should accept ISO 8601 format <yyyy-MM-dd['T'HH:mm:ss]['Z']> for to and from parameters , for example "2023-11-06T16:48:59Z", instead of only "2019-08-24"

Edit only an individual plan in a repeating series

Hi all! The goal would be able to edit or delete an individual plan in a repeating series without modify the others plans of the series. Achieve something like what we can do in Calendar.
